Water project claims another victim

THE CODILLA version of the Locsin initiated Comprehensive Waterworks Program which was only started during the term of Mayor Eric Codilla has claimed another victim last Saturday evening, February 27, at around 8:20 PM.
A motorist died after bumping a pile of gravel from a road digging dumped on the road at Brgy. Bantigue, just in front of DYRR, with no proper warning devices in place.  The victim was coming from Albuera, on his way home to Kananga town.
The project has been going on for several years now, and has been drawing criticism from road users for the continued lack of early warning devices or proper signages.  The project has already caused a lot of accidents, aside from the Globe road diggings in the past, the contractor of which was a sibling of the mayor.
One Noel Canin y Rosalia, 37, bus driver of the Energy Development Corporation, died on the spot after his motorcycle flew over a pile of sand and gravel dumped on the roadside from a digging site for the water project.
Canin never reached the hospital. Aside from a widowed young wife, the victim also left behind six young children.
The victim’s chances for survival further dimmed when, after flying over the pile of gravel, he slammed into a Nissan Patrol which was coming in from the other direction. The Nissan Patrol, with plate number LRT-374, was driven by Peter Cataag, a resident of Brgy. Canadieng, this city.  The Patrol also suffered a dent on the impact of the victim’s body on the vehicle.
The accident has once more resurrected criticisms of the project’s implementation.  Concerned Ormocanons reached by the EV Mail for their reactions said they have no resistance to the project per se, but were critical of its slow implementation.
Just in the recent past, the phase I of the project which was done in the city districts, incensed a lot of road users with the continued diggings and re-diggings. The phase I, according to ORWASA brass, is now finished that is why the diggings have moved out to the city outskirts.
Nonetheless, the oft complained lack of adequate warning devices persisted. Contractors of the project continued to ignore the complaints of road users, and City Hall has seemingly turned a deaf ear to it.
A texter to this reporter said, “Nahitabo na gyod ma’am ang imong gisuwat nga hapit mo madisgrasya sa Bantigue. Naa na gyod nadisgrasya, patay. Kinsa man intawn manubag ani oi”.
This writer wrote about the road diggings in Bantigue having no proper warning devices last December yet. Apparently, nothing has changed.
Meanwhile, another texter who asked anonymity is challenging opposition groups of the ruling Codillas to bring the matter of City Hall’s nonchalance to the public sentiment to court. He noted that under the “public welfare clause” of the Local Government Code, the LGU is liable for not being able to impose on its contractors to implement internationally accepted standards on safety measures. with a report from Paul Libres
