City starts “strict” implementation of color-coding schemes for trikes

ORMOC CITY – After the transitory period of three months, the City Licensing
Office now starts the strict implementation of Ordinance Number 156 rationalizing
the operation of motorized tricycles by adopting
zones and color-coding schemes, thus said Ludelina D. Del Socorro, this city’s transportation and regulation
officer.
This is the city government’s
solution to complaints that the deregulation of tricycles
have clogged city streets and are posing highway hazards.
Ms. Del Socorro said that based on the ordinance, the city of Ormoc is divided into four major zones with designated
colors. Meaning, there will be fewer tricycles going to destinations passing through the national highways on four sides of the city.
The designated color for Barangay District Numbers 1 to 29 or city barangays is red, while for areas covering Ipil to Mabini is blue. Gold is for barangays Dolores to Cabulihan
and green for Lilo-an to San Vicente.
Zone 1 is designated as a “free zone” where all tricycles of any color can ply.
Tricycles will only be allowed
to enter non-designated areas in case of emergency, and going in and out of their garages. Emergency cases include transporting sick persons
to the clinic, hospital or to a doctor and during natural calamities.
A basic franchise fee of Php 400.00 per unit is imposed and collected for those operating

in Zone One.
Operators who operate outside Zone One are required to secure an additional permit amounting to Php 600.00 per unit per zone. This franchise fee is valid for three years. It is also further specified that all tricycles for hire shall have their City Identification Number
(CIN) painted white with the color of the assigned zone as the background.
It was also learned that the Licensing and Franchising
Office can give drivers special permits for “special trips” outside of their assigned zones, valid only for one day, from 7:00 AM to 5:00 PM with specified routes appearing
in the permit.
Drivers will be required to pay Php 50.00 for this purpose to the City Treasurer’s Office. For those who violate the provisions
of the ordinance, they will be fined Php 500.00 for the first offense, Php 1,000.00 for the second offense, Php 2,000.00 for the third offense and Php 3,000.00 for subsequent
offenses.
All violators, upon apprehension,
will be issued with a violator’s citation ticket and must be redeemed at the City Treasurer’s office within 72 hours. If the violator fails to redeem
his citation ticket within the prescribed period, his violation
will be referred by the City Treasurer’s Office to the City Prosecutor’s for the filing of appropriate charges within five days.
Upon conviction, the proper court may impose a fine not exceeding Php 5,000.00 or imprisonment of one year. By Jean Mayingqu
